NEON is (and has been) operated according to an NSF procurement system that is renewed every now and then, and the selected organization operates the observational network with their public money. NEON is a partner of ICOS and eLTER in the GERI initiative (already several years old) and we should be happy that the people working there are not civil servants like at NOAA... ;-)
